Andrews Myers Elects Two New Shareholders in Houston: C. Elaine Howard and William B. Davis

HOUSTON, TX (January 1, 2017) — Andrews Myers is pleased to announce the addition of two new Shareholders to the firm’s Houston office, C. Elaine Howard and Billy Davis, both seasoned litigators in the Gulf Coast region.

C. ELAINE HOWARD Board Certified in Labor and Employment Law by the Texas Board of Legal Specialization, Elaine Howard is a trial attorney with 23 years of experience, focusing on commercial litigation, real estate disputes, and employment law. Elaine distinguishes herself by partnering with clients to determine litigation goals up front, to re-evaluate those goals as the litigation progresses, and to advise, inform, and counsel clients to obtain those goals. In commercial litigation, she has handled numerous cases involving lending practices, disputes over multi-million dollar notes, contract disputes, securities fraud, and insurance regulation including the representation of credit unions and commercial banks in a wide variety of matters. In the real estate context, she has handled landlord/tenant disputes, title claims, lien priority disputes, adverse possession, construction litigation, Fair Housing Act violations, easements, foreclosure on real and personal property, and disputes arising out of the acquisition of real property. In the employment context, she has handled matters involving the FLSA, workers’ compensation/retaliation, breach of employment, risk avoidance, workplace investigations and employee policy protocols.

Joining Andrews Myers in 2015, Elaine leads the firm’s sponsorship of the Commercial Real Estate Women’s Houston Chapter, where she currently serves as Programs Co-Chair, is a member of the Associated Builders and Contractors of Greater Houston Board of Directors, and is an active member of the Andrews Myers women attorneys group.

Elaine received her Juris Doctor degree from University of Houston Law Center and a triple major Bachelor of Arts degree from Rice University.

WILLIAM B. DAVIS – Billy Davis is a 9-year construction attorney who first joined Andrews Myers in 2013. His practice is focused on construction litigation, dispute resolution, and claims counseling for clients in all aspects of the project delivery chain: owners, developers, general contractors, subcontractors, and suppliers. An accomplished advocate, Billy has represented clients as both plaintiffs and defendants in state court, federal court, and in arbitration proceedings. His experience includes representation of clients in a wide range of construction-related disputes, including matters related to: breach of contract, breach of warranty, contractual and statutory indemnity, performance and payment bond claims, construction defect claims, delay and disruption claims, fraud claims, mechanic’s and material man’s lien claims, mineral lien claims, prompt payment claims, trust fund claims, bid protests, bid mistakes, differing site conditions, and contract termination. In addition to his litigation and dispute resolution practice, Billy drafts, reviews, and negotiates construction contracts. Billy also has significant experience with insurance coverage claims and insurance litigation.

Active in the Houston Bar Association Construction Law Section as a member of the Governing Council, Billy received his Juris Doctor degree from South Texas College of Law and a Bachelor of Arts degree from The University of Texas at Austin.
